The Evolution of MSME Registration: Udyam and Udyam Assist Platform (UAP)
The landscape of Micro, Small, and Medium Enterprises (MSMEs) in India has witnessed significant transformations over the years. One of the most notable changes has been the evolution of MSME registration, streamlining the classification and formalization of businesses to ensure greater financial inclusivity and growth opportunities.
A Glimpse into MSME Evolution
The Ministry of Micro, Small, and Medium Enterprises (M/o MSME) was officially formed on May 9, 2007, after the merger of the Ministry of Small Scale Industries and the Ministry of Agro and Rural Industries. Since then, MSMEs have played a crucial role in the country’s economic development by generating employment, fostering innovation, and supporting industrialization in rural and semi-urban areas.
MSMEs are classified based on investment in plant and machinery or equipment, along with their turnover: (As of 31st Jan 2025)
- Micro Enterprises: Investment up to ₹1 crore, turnover up to ₹5 crore
- Small Enterprises: Investment up to ₹10 crore, turnover up to ₹50 crore
- Medium Enterprises: Investment up to ₹50 crore, turnover up to ₹250 crore
Earlier, MSMEs were classified differently based on manufacturing and service sectors, but with the revised definition introduced on June 26, 2020, a unified classification was implemented.
The Introduction of Udyam Registration
To implement this new classification effectively, the Udyam Registration Portal was launched on July 1, 2020. This replaced the earlier Udyog Aadhaar Memorandum and created a seamless, digital, and paperless registration process for MSMEs. The Udyam registration has been a game-changer in making businesses more accessible to financial institutions, government schemes, and benefits.
As of March 31, 2024, a total of 4,15,04,899 MSMEs have registered, categorized as follows:
- Manufacturing Enterprises: 80,12,542
- Service Enterprises: 1,48,84,175
- Trading Enterprises: 1,86,08,182
Bringing Informal Micro Enterprises into the Formal Sector: Udyam Assist Platform (UAP)
A significant number of micro enterprises in India operate informally, making it difficult for them to access formal credit and government benefits. To bridge this gap, the Udyam Assist Platform (UAP) was launched on January 11, 2023, in collaboration with the Small Industries Development Bank of India (SIDBI). This initiative aims to bring Informal Micro Enterprises (IME) into the formal economic system.
The government has also notified that certificates issued through UAP shall be treated on par with Udyam Registration Certificates for Priority Sector Lending (PSL) benefits. This move has empowered thousands of micro-entrepreneurs by providing them access to financial support and business growth opportunities.
